The Black Sea Trust for Regional Cooperation (BST)


Centralized government is still predominant in the target countries and civil society is not sufficiently experienced, skilled and strong so as to influence in a definite way the work of the public sector. The public institutions are far from being transparent and accountable, even in the new EU members. EU membership has definitely brought to the two countries positive changes in terms of economic reforms, decentralization and the improving quality of governance. However the civil society there needs to continue its consistent efforts towards improvement of its influence on the public sector to counterbalance negative tendencies like corruption, crime, deterioration of the environment and the erosion of democratic standards of life. In all countries civil society is making some progress but is facing serious challenges as well.
